H 456: Seed Indemnity Fund - This legislation reduces paperwork and levels the playing field with competitors for industry by defining Deposit for Service, to distinguish from Deposit for Storage, and exempt transactions from Seed Indemnity Fund Assessment. It also reduces financial risk to the Seed Indemnity Fund by requiring first time license applicants to submit audited or reviewed financial statements meeting certain criteria, and exempting the Fund from liability for uninsurable physical perils such as terrorism, earthquake, or flood. ( Idaho Code, Title 22, Chapter 51) H 513: Food Assistance Tax Code - This legislation relating to purchases made with federal food stamps, Section 3622FF, is necessary to comply with the Federal Food Stamp Act administered by the U.S. Department of Agriculture that is funding the Federal Food Conservation and Energy Act Coupons. Without Idaho’s specific notation of this federal program in statute, Idaho would not be eligible to participate in the Senior Farmers Market Nutrition program and federal funds would be withheld. ( Idaho Code, Title 63, Chapter 36) H 675: Raw Milk- Adds to existing law relating to raw milk to provide that certain activity shall not constitute the sale or retail sale of raw milk or raw milk products; to provide conditions; to provide for registration; to provide for violations and penalties; and to provide for administration and enforcement by the Idaho State Department of Agriculture. ( Idaho Code, Title 37, Chapter 11) HCR 59: Locally Grown Foods - Stating the findings of the Legislature encouraging healthy, Idaho grown food production, distribution and consumption in the state of Idaho; encouraging support of Idaho farming, the consumption of Idaho grown foods and the promotion of greater food self-sufficiency within the state; and further encouraging Idahoans and Idaho businesses to celebrate and get to know their growers and to purchase and consume more food produced in or near Idaho. ( Idaho Code, Title 22, Chapter 19) S 1316: Horse Slaughter - This legislation adds the humane slaughter of equines to the codified list of normal or legal agricultural practices. ( Idaho Code, Title 25, Chapter 35) S 1332: Pesticides and Chemigation - This legislation promotes fairness among companies that provide landscaping, lawn care and pesticide application services; enhances training for temporary workers; and, eliminates the use of “incidental” as an ambiguous standard for exemption. Individuals with two or fewer employees remain exempt. ( Idaho Code, Title 22, Chapter 34) S 1346: Beef CAFOS - This legislation amends the existing law relating to beef cattle animal feeding operations to provide that the Idaho Department of Agriculture shall have authority to administer water quality laws in regard to certain beef cattle animal feeding operations, and to provide that information relating to nutrient management plans shall be confidential. ( Idaho Code, Title 22, Chapter 49)
